Wow, are we all stupid, or am I dreaming?
Mayor Judy Pace did it again, without anyone breathing a word about it.
First, she got around proper hiring practices by putting Carre in the CAO position temporarily for a six month contact when it when “emptied” by terminating Zurby. The purpose of this is to fluff up their resume six months later when the position is advertised and interviews take place. Carre didn’t have enough to cut it against other applicants, so it was determined to have him fill in for Zurby.
Surprise, surprise… six months later when the proceeded with the hiring of a CAO, Carre was a candidate that could do the job… only because they wanted him there, and without the six months temp job, he couldn’t stand through the interview.
Laughren was recently hired for the Director of Finance position, but more recently placed in the newly created role of Chief Financial Officer, CFO… I wonder at what increased cost, as reports didn’t say. The Director role capped out at about $76K, but the CFO role likely is $100K or more. If not now, then shortly down the road, or so I would assume he’s promised.
Now, since Carre resigned (I hear him and Judy constantly butt heads), Laughren was named acting City Manager… then suddenly out of the blue about a week or two later, he was named City Manager/CFO and the CAO position was nixed.
So now we have a City Manager that might be capable, but the city never advertised and interviewed for the top position. Did we get the best person? Who knows.
Just another Judy episode in what is getting to be a lengthy series.
Wow to whomever writes this stuff! Who makes this up? Why doesn’t the person come sit down and talk with me, get some “facts” and THEN write this blog? Hmmmm…I wonder!
You have no facts at all. I have only read the one article on the City Manager and will read no further. Tell me this though..why is it that people who choose to be the “side-line-critics” just write babble and expect people to buy in? I hadn’t known I was such a calculating and terrible person until I got to see it in print! Based on what folks?

Very disappointing to see things like this. Here is one fact for you…there are people who actually care and work very hard for this municipality…with NO personal agendas, NO personal gain! There’s something to chew on! Have a great day! Judy
This is an excellent forum. What kind of municipal leader would go on a blog to comment on someone s opinion. The blogger has got about 95% of his information correct. If you would like to meet the devil in disguise simply shake the hand of the current mayor. this has been a disaster for our community and i sure hope that voters will do the right thing and choose a better leader for our community
It seems to me that you make a lot of assumptions in your blog. Also a lot of vague statements that seem to have little evidence to support them. I should hope that people reading your blog take it with a grain of salt, and do not accept what they read here as entirely valid.
I know this is just your opinion, and that you seem to want to remain anonymous, which is fine, but I don’t think you’re allowing yourself much credibility.
I make a lot of assumptions? Maybe, maybe not… maybe you’re not sure which are assumptions or which are facts.
Did the city not hire Loughran as City Manager without posting for a City Manager?
Did the city not hire Shelly Culhane as Manager of Corporate Services before hiring Loughran as Director of Finance, even though both positions were vacant at the same time? For those who don’t know, Culhane reports to Loughran, after he was hired. Her position is responsible for Human Resources… go figure. Wouldn’t you like to be able to hire your boss?
I’m just writing what I know and what I think. Because I pay taxes here I have that right. Please take it with a grain of salt, if you wish.
Rest assured that all city employees are simply doing what the mayor tells them to do. No one including the City Manager has any power to make decisions, be creative or anything!! There is only one boss at the city and her name is Judy. Looks good on all the NL voters that got her in, are you happy with your choice?? Good thing an election is coming soon…
